Southland Business Chamber Position Statement
The Southland Business Chamber Board supports reform through the Southland local government reorganisation process, provided it delivers a simpler, more coordinated regional model while protecting meaningful local voice.
This position reflects the clear feedback from our membership and wider respondent base. Businesses are telling us that the current structure creates duplication, inconsistent rules and systems, fragmented decision-making, and unnecessary cost pressure on ratepayers. These issues affect business confidence, investment decisions, service delivery, and Southland’s ability to plan well for future growth.
The Board’s view is that the Southland reorganisation should aim to create a local government model that operates more effectively as one coordinated regional system, particularly for infrastructure, planning and regulation, transport, economic development, emergency management, environmental management, natural resources, and other strategic or technical functions. These are areas where scale, consistency, specialist capability, and long-term planning matter.
However, the Board’s support is conditional, not blank-cheque support for any single predetermined structure. Reorganisation must not come at the expense of Southland’s smaller communities, rural voice, or local identity. Any future model must retain strong local representation, accessible decision-making, and clear mechanisms for communities to be heard on place-based priorities, community services, and local issues.
From a business perspective, the test for the Southland reorganisation is practical: will it reduce duplication, improve consistency, make better use of ratepayer money, strengthen regional capability, and support Southland’s long-term economic and community wellbeing?
On the basis of the feedback received, the Chamber Board believes change is warranted. Southland needs a simpler and more coordinated local government model, but one that is designed with safeguards, accountability, and local voice built in from the start.
